Families are being offered cash for their land and what remains of their house for a fraction of what its worth. The drastic increase of the housing market, coupled with the lack of clean-up and re-building in the low-income neighborhoods will change the race and class make-up of the city. Hurricane Katrina is being used as an excuse to reinvent New Orleans and take valuable land that has historically been in the hands of low-income and people of color
