CA had a housing bond, Prop 1C, in 2006, still a long time ago and it is fully allocated. The other option is to support the efforts in the legislature to reduce the 2/3 passage requirement to 55% like it is for school measures. San Francisco voters, unlike our San Diego voters, will easily pass 55%.
