Regarding your editorial suggesting that the SFMTA is too big for a single administrator to run effectively: I think you have completely misdiagnosed the problem. The SFMTA experiences large delays in implementing programs for two reasons: 1) Its budget is much smaller than is needed to implement plans, from on-time performance of mass transit to constructing a bicycling plan for the city; 2) More important, the SFMTA does not get the political support of the mayor — not for funding and not for particular programs. In fact, there is more political interference in SFMTA implementation and less political courage shown by supervisors and mayor, than any other set of programs I can think of.
