All single family units converted to multi-family units need to be re-assessed at current market values. Nothing has done more to make home ownership more difficult in SF than the explosion of inlaw basement apartments. They create a new market structure for single family homes that makes them \’commercial property\” driving prices upwards, making them affordable only to developers and speculators, and forever changing the character of the neighborhoods. They have had a horrible impact on the Sunset and Richmond, increasing congestion, and driving out families.
