Editor,
In your article about homelessness, you forgot about “deinstitutionization”, which has been going on ever since 1960. Often, the homeless are both mentally ill and suffering from substance abuse.I worked in New Jersey and I really worried about my clients because we have real Winters. But, apparently, it makes more business-sense to build prison cells.
