In the current Bay Guardian Mayor Newsom claims that the Tenderloin Housing Clinic had “sole-source contracts” with San Francisco for “decades,” whereas he imposed competitive bidding upon taking office. The facts are otherwise. The Clinic operates seven city contracts which were competitively bid. It has an eighth contract to lease twelve hotels for homeless persons. Nine of these hotels were competitively bid, and the three that were not had short time deadlines that led the Department of Human Services to bypass the formal RFP process.
